IMTA, alongside the wider industry, has been urging Defra to provide essential details on the Border Target Operating Model (BTOM) to help the sector adequately prepare for full veterinary checks on EU imports. Currently, the UK is in an ‘educational period’ until April 30, 2024, when the next phase of BTOM will be implemented. Despite Defra’s assurance that ports will be ready by the deadline, IMTA remains skeptical.

The Central Hub has only been checking a small number of certificates, which IMTA argues is insufficient for industry and certifying vets in the EU to prepare for full import controls. IMTA recently wrote to BTOM Ministers in Defra and the Cabinet Office, requesting an extension to the educational period and emphasizing the need for a 24-hour support system when vet controls are introduced.

In the EFRA Select Committee, Secretary of State Stephen Barclay downplayed concerns about January, but IMTA insists its members have faced challenges. IMTA CEO, Katie Doherty, warns against assuming a smooth transition on April 30 and stresses the importance of thorough preparation.

Furthermore, IMTA has expressed disappointment with the outcome of the Common User Charge (CUC) released this week. Despite providing feedback during the consultation process, the industry faces additional costs that could impact both businesses and consumers. IMTA highlights the underestimated costs of BTOM and raises concerns about the administrative burden and operational challenges that may not have been fully considered.
