The measures aim to ensure that the vast majority of people and businesses are no further than three miles away from withdrawing cash. Additionally, people and businesses can expect to withdraw cash without any fees, as stipulated by law. To enforce these standards, the Financial Conduct Authority (FCA) has been granted new powers to safeguard cash access services, including free withdrawals for personal current account holders. The FCA will utilize these powers to ensure that banks and building societies adhere to these guidelines and may impose fines on those who fail to comply.

Despite the increasing preference for digital payments, cash remains an integral part of many businesses and individuals’ lives in our country. Economic Secretary to the Treasury Andrew Griffith emphasizes the significance of cash by acknowledging its continuing role. He also highlights the government’s commitment to protecting access to cash through legislation, consisting of fee-free withdrawals and convenient cash facilities within a reasonable distance. In doing so, individuals and businesses won’t have to endure lengthy journeys to withdraw or deposit cash, benefiting everyone, especially those in rural areas, the elderly, and individuals with disabilities.

Presently, in urban areas, the majority of people can access cash deposit and withdrawal services within a mile, while rural residents face a distance of around three miles. Today’s policy statement clarifies that the FCA must utilize its powers to uphold this level of coverage, acknowledging that requirements may vary based on location and evolve over time. Furthermore, the statement emphasizes the importance of establishing a replacement service before discontinuing any existing cash service.

Regarding local deficiencies in cash access, the FCA is obligated to consider various factors. These include the operating hours and proximity of cash access services, as well as the need for in-person assistance. In 2021, laws were put in place to introduce cashback without a purchase requirement in over 2,500 shops across the UK via the Link network.

By enacting these measures, our government aims to ensure that cash remains accessible to all individuals and businesses, regardless of their location. This initiative acknowledges the evolving landscape of payment preferences while providing reassurance that cash will continue to play a vital role in our society.
