Although disposable vapes have come under scrutiny due to their attraction to underage users, research has revealed that they serve as an ideal alternative to conventional cigarettes for adult smokers, particularly those on low incomes or with dexterity issues. As someone who previously led Philip Morris International’s anti-illicit trade function in Jordan and the Palestine Authority Area, I have witnessed firsthand the challenges posed by illicit products and their link to youth vaping.
To counter the concerning trend of illicit vape trading, three main actions must come together. Firstly, introducing high taxes may result in driving the market underground, hence avoiding the need for such a move. In the Middle East and Asia, aggressive taxation and custom duties have caused illicit trade to reach 90% of the total market, resulting in billions of dollars of lost tax revenues. Secondly, a zero-tolerance policy must be adopted for cowboy traders to prevent repeat offenders from engaging in illicit activity. Finally, utilizing the existing “Track & Trace” technology can aid the quick identification and action against illegal and non-compliant products.
In conclusion, tackling the challenge of illicit vape products requires swift action from both the government and industry players.
