California is seeking an organization to lead the transformation of the state’s recycling system for single-use packaging and plastic food ware. This marks a significant step towards implementing historic reforms aimed at reducing plastic and packaging waste. As part of the state’s Plastic Pollution Prevention and Packaging Producer Responsibility law (SB 54, Allen, Chapter 75, Statutes of 2022), producers are required to implement industry reforms by 2032. The aim is to hold producers accountable for plastic pollution, reducing waste at its source. This entails the formation and participation of producers in a Producer Responsibility Organization (PRO) that will develop a program to meet the law’s requirements. CalRecycle will oversee the implementation and enforcement of the program.
By January 1, 2027, producers must either join and financially contribute to the PRO or independently comply with the law’s obligations, including their share of costs. The legislation mandates a total of $5 billion to be paid by producers over 10 years, focusing on mitigating the impacts of plastic pollution in California, especially in low-income, disadvantaged, and rural areas.
