Stora Enso’s Oulu facility has become the first pulp mill in Finland to attain FSSC 22000 certification, enhancing food safety throughout the packaging supply chain for its clients. This certification reassures customers by ensuring that processes are thoroughly audited, risk management is systematically implemented, and food safety is integrated into everyday operations.

This globally acknowledged certification signifies that the food safety management system at Stora Enso’s Oulu mill adheres to stringent food safety standards, now extended to pulp production as well. The mill’s kraftliner production received the certification in 2021, followed by its folding boxboard production in 2025, coinciding with the launch of the new consumer board line. This achievement represents a strategic step in transforming the Oulu mill into one of Europe’s leading integrated packaging materials facilities. With the growing demand for renewable packaging solutions, clients are increasingly seeking materials that excel in performance, safety, and sustainability.

“This certification underscores our commitment to high standards throughout our production workflow, enhancing customer confidence in the quality, safety, and dependability of the materials they utilize. Obtaining certification for pulp production is a significant achievement for Finland, and all products are approved for direct food contact. Furthermore, the Oulu mill’s pulp complies with composting standards,” remarks Matti Lielahti, Head of Stora Enso’s Oulu business unit.

The Oulu mill predominantly uses its pulp within its own board manufacturing processes, creating high-quality boards from virgin fibers that meet stringent purity standards, especially for food packaging. The principles of the certification manifest in the mill’s daily practices through disciplined hygiene protocols, organized risk management, consistent procedures, and robust expertise throughout the production process.

“Reaching these milestones showcases our team’s dedication and expertise, along with our ongoing efforts to innovate and enhance our operations,” adds Lielahti. Since May 2026, every aspect of production in Oulu—from the pulp mill to the board manufacture, sheeting facility, and port terminal—has been included under this comprehensive certification.

Stora Enso’s Oulu mill specializes in producing folding boxboard, kraftliners, paper bag materials, and unbleached softwood pulp, all of which are suitable for direct food interaction. Almost all production from the mill is designated for export.
