The prevalence of smoking in the United Kingdom is gradually declining, with rates dropping to 11.6% in 2023 from 13.0% in 2021. However, this reduction is not sufficiently rapid to meet the government’s target of achieving a smoking rate of 5% or lower by 2030.

On the other hand, vaping rates among individuals aged 16 and above in Great Britain have increased to 8.7% in 2023 compared to previous years. It is worth noting that the highest levels of vaping are observed among individuals aged 16 to 24, while the highest levels of smoking are found in the 25-34 age group.

Addressing the slow progress in reducing smoking rates, Deborah Arnott, Chief Executive of Action on Smoking and Health (ASH), emphasized the need for action. She stated, “Today’s figures serve as a wake-up call. While smoking rates are declining, the pace is far from sufficient to achieve the government’s goal of 5% or less by 2030.”

Arnott further highlighted the challenges faced by smokers, including financial stress and poor mental health, which make it more difficult to quit smoking. While initiatives such as “Swap to Stop” have been introduced to support smokers, they are not comprehensive enough to achieve significant results.

To make a meaningful impact, Arnott called upon the government to increase support for smokers, particularly by reinvesting in vital campaigns that motivate smokers to quit and deter youth from starting smoking. These campaigns have experienced severe funding cuts in recent years, hindering their effectiveness.

In addition, ASH has released its own estimates for adult and youth vaping in 2023, which indicate a continued rise in vaping rates. Similarly, the UCL Smoking Toolkit Study, a monthly smoking behavior tracker, has observed a stagnation in smoking rates since 2020.

Speaking about the growth of vaping among youth, Arnott expressed concerns regarding the data from both ASH surveys and the Office for National Statistics (ONS). She stressed the need for concrete measures to combat youth vaping, such as the prohibition of child-friendly branding and ensuring that vaping products are displayed out of sight and reach in shops. Furthermore, Arnott proposed the implementation of a tax on affordable disposable vapes, which are popular among children due to their low cost.

While progress is being made in reducing smoking rates, the current pace falls short of the government’s long-term goals. It is crucial for the government to provide greater support to smokers and implement effective measures to discourage youth vaping and protect young individuals from the potential harms associated with these products. By taking decisive action, the UK can make significant strides towards achieving a healthier and smoke-free future.
