Under a new framework outlined by the Treasury today, consumers and businesses will be required to have convenient access to cash within a maximum distance of three miles. This initiative aims to ensure that individuals can withdraw cash without incurring any fees.

Financial Conduct Authority (FCA) regulations state that banks and building societies not meeting these accessibility standards can face fines. The FCA takes various factors into account when assessing the availability of cash in a local area, including opening hours, proximity to cash access services, and the necessity for in-person assistance.

James Lowman, CEO of the ACS, commends these new measures that protect access to cash. He highlights the closure of bank branches and ATMs, which has dramatically increased reliance on local convenience stores for cash withdrawals. Lowman urges government officials to review the feasibility of interchange fees, as this could ensure that convenience retailers can continue to provide free cash access in communities rather than transitioning to a pay-to-use model.

According to the ACS Local Shop Report 2022, over 40% of UK convenience stores offer free-to-use ATMs, while 18% offer pay-to-use ATMs. In addition, these shops provide essential services such as cashback (69%), bill payment services (76%), and Post Office services (22%).

In summary, the new Treasury framework enforces guidelines that guarantee convenient access to cash for consumers and businesses, as well as the elimination of fees. Financial institutions failing to adhere to these standards may face penalties imposed by the FCA. Recognizing the importance of local convenience stores in providing secure access to money, the ACS supports these measures and calls for a review of interchange fees to ensure continued free access to cash in communities. The ACS Local Shop Report 2022 reveals that a significant number of convenience stores offer various cash services, including ATMs, cashback, bill payment, and Post Office services.
