New Study Reveals Alarming Rise in Illicit Cigarette Consumption

It’s the highest volume seen by the study since it launched in 2011.

Despite the ongoing decline in overall cigarette consumption, illicit consumption has witnessed a concerning increase of 3.1% in 2022, reaching 21.2% in the UK. The Northeast of England has emerged as an epicenter for counterfeit and contraband cigarettes, as revealed by the commissioned report from Philip Morris International (PMI).

This surge in illicit cigarette consumption, especially counterfeits, brings to attention the growing number of adult smokers resorting to illicit tobacco as a more affordable choice during this period of economic uncertainty and pressure. Almost 4 in 10 smokers admit that rising living costs have impacted their purchasing behavior, leading them to opt for ‘cheaper’ (illicit) tobacco.

While the report primarily focuses on cigarettes, PMI’s test purchase visits across the UK, conducted by a specialized team to gather evidence and intelligence on illicit products, have unveiled an evolution of black market offerings, now including illegal disposable vaping devices.

Expressing concern, Cem Uzundal, Head of Field Force UK and Ireland for PML, states, “We’re troubled to witness the growing trade of illicit tobacco and nicotine-containing products in the UK, and it is imperative that we take decisive action to combat this issue.”

“Our undercover operatives routinely visit retail premises nationwide, diligently gathering intelligence, which is then shared with trading standards to support their efforts. However, it is apparent that trading standards authorities are facing resource constraints. Thus, a collaborative approach encompassing all stakeholders becomes imperative.”

The revelations from this report underscore the significance of manufacturers and retailers joining forces to increase the availability and promote the affordability of smoke-free alternatives to adult smokers in the UK. This proactive approach can effectively dissuade individuals from turning to harmful counterfeit options.
